Testosterone, which is normally present in both males and females, is the hormone that makes people grow hair.
As you grow older, more and more testesterone is converted to DHT, the rogue form of testosterone that actually causes your hairs to shrink, by the enzyme 5-alpha reductase.
The extra DHT circulates throughout the body and binds to the roots of hairs (hair follicles) in the scalp. The DHT tells the hair follicle to make less hair!
This is a double whammy to your hair because you have both less testosterone to stimulate hair production and you have more DHT which causes hairs to miniaturize.

Saw Palmetto
Saw palmetto is extracted from the fruit of Serenoa rapens tree and is rich in fatty acids and phytosterols. These ingredients bind to 5-alpha-reductase and prevent your body from making too much DHT. The phytosterols within saw palmetto also bind to androgen receptors at your hair follicles which prevents DHT from causing hair miniaturization.
